Chairman David Wight called the regular meeting to order at 7:30 p.m.

III. REGULAR BUSINESS
Committee, Representative & Staff Reports:
Attorney Mark Branse gave a presentation to the board members concerning their role and responsibility with the Zoning Commission. Mr. Branse cited pertinent case law regarding zoning issues; presented a slide show of both good and poor examples of residential, commercial and industrial development and how lighting, parking, walkways, architectural design and signage can affect the streetscape. Mr. Branse stated that the Board can help the Zoning Commission by:
1. identify issues and elements in site plans such as sign bands, trash enclosures, lighting and landscaping;
2. help the applicant and ZC with options and alternatives for materials and design features;
3. provide a balance for developers;
4. build a constituency for good design by protecting good investments in town;
5. be a force for town projects
The Board discussed with Ms. Nelson and Mr. Branse several items of concern:
1. site plan reviews must include complete sign applications;
2. design reviews for façade renovations (Ms. Nelson stated that “minor” façade renovations which do not affect the footprint of the building are handled administratively);
3. revisions to the signage regulations; Mr. Gibbs reiterated his request which he has made several times in the past that the zoning district for Route 1 between the railroad overpass and the intersection of Main Street should be changed.
The Board also questioned whether the “Simple Steps” sign on Main Street is compliant and also the mowing service/landscaping sign on Lynde Street. Ms. Swenson requested that Ms. Vinciguerra bring these two items to the ZEO’s attention.

IV. ADJOURNMENT
MOTION to adjourn the meeting at 10:35 p.m. until the next regular meeting on Monday, February 12, 2007 at 7:30 p.m. at the Old Saybrook Town Hall, 2nd Floor Conference Room, 302 Main St.
